Harold, it sounds like your runtimes need to be updated.  This can happen 
with any OS when they get corrupted.  Go here 
http://www.completelyfreesoftware.com/vb_runtime_files.html and download 
the latest Visual Basic runtimes for each release of Visual Basic.  HTH
