For anyone interested as well, ISPs and news servers may not carry the MS specific 
groups. One may need to use
"msnews.microsoft.com" as the server and subscribe to the e.g. the above suggested 
group.
Incidentally, I located the relevant answer for the questions I posed. (But as my 
friend is using a Chinese ver of WinMe, he will
need to fool around with the System Properties himself. Last time I walked him through 
Sys Prop and asked him to show all files
and unhide everything under Explorer, he could not find anything to do with Sys. 
Restore nor the restore dir! Most likely to do
with rearrangements of options between localised vers. Sigh.)

For listers who would like to know, here's the cut&paste:
1.How does one set the limit to the number of backups stored for System Restore on 
WinMe and to limit hdd space used for same?
"The way to limit these is to reduce the amount of space allocated to the restore 
folder and you can do this easily by adjusting
the slider towards the minimum of 200MB at System Properties| Performance | File 
System | General. System Restore will discard
older points as new points are created so as to keep within the allocated space."

To reset System Restore:
System | Performance | File System | Troubleshooting and check "Disable System 
Restore", Apply and IMMEDIATELY reboot.  This will
flush you restorefolder and erase all checkpoints, then,
System | Performance | File System | Troubleshooting and uncheck "DisableSystem 
Restore", Apply and again IMMEDIATELY reboot.
This should now automatically create a new checkpoint immediately following the 
restart.
Finally adjust the space allocated to the restore folder, System | Performance | File 
System | Hard Disk and adjust the restore
slider to your preferred setting.
(N.B. one says File System|General , and another File System|Hard Disk. Which witch is 
which?)

2.Which directory/folder is used for storing the backup files?
"c:\_Restore\"  and its subdirs/subfolders

Get the Sys Restore Patch:
Download the Sept. 8th patch for System Restore:-

Windows Me System Restore Update" from the Windows Update site.  See MS KB Q290700 - 
"Checkpoints That You Create After September
8, 2001 Do Not Restore Your Computer"
