I wanted to follow up with the fixes for this problem in my case as I know 
some of you are keeping this info for future reference.
The problem with the we80.cnf error when I tried to publish using FP2000 and 
win98 2nd edition was caused by my host site. Apparently my FP extensions 
were corrupt. They re-installed the FP extensions.

Next problem was I was unable to publish with FP and got a "server TCP/IP" 
error. Through your help I got MS SR-1 bulletin and tried to walk thru it. By 
the way I could also not pass the Network Test under the Help>about MS 
FrontPage. I would get 2 yes out of 5.
I then tried the SR-1 suggestions. I could get only part of that to work 
also.
I am also using AOL and I found out that you have to have your TCP/IP stack 
with one from AOL. I went to Start>Control>Network and found that I had 
nothing in there that related to AOL. I then installed by using the Add 
button and selecting the Adapter>AOL dial-up adapter. It then asked for the 
Win98 disk and it not only installed the AOL dial-up adapter but also 
installed one for TCP/IP dial-up. I then set those up and tried to pass the 
SR-1 test again.
It failed!
This problem was caused by, and I should have known, ZoneAlarm. It would not 
let much of these things happen and I did not get a warning that something 
was trying to happen. Especially in SR-1 test where I tried pinging my host 
site even with the IP address!
After reprogamming ZoneAlarm everything fell into place. If any of this is 
unclear let me know.
