Not necessarily in this order, try these things:

1) Try a different modem, preferably one known to be
working.

2) Clear your Netscape cache and/or IE Temporary
Internet Files.

3) Get a fresh copy of your modem drivers and the
update the modem,
answering no to date or file version conflicts.

4) Uninstall your modem software (if any).  In Safe
Mode, remove your
modem from Device Manager (and any other multiple
listings of the modem,
if any).  Restart and reinstall the modem and any
software it requires or
that you desire to have.

5) Install Ad-Aware 5.62 and update it with the latest
reference file.
Run and remove any spyware.

6) Install The Cleaner3 and update it.  Scan for
trojans.

7) Update your antiv*rus and scan for v*ruses.  Free
ones:
AVG 6.0 Free Edition: http://www.grisoft.com
F-prot for DOS: http://www.f-prot.com

8) Uninstall and re-install Netscape.

9) Repair IE through Add/Remove Programs.

9) Update IE to at least 5.01SP2.

11) Uninstall any particular Internet Provider
software, restart,
reinstall.

12) Remove Networking components from Network
Neighborhood.  (Right click
Network Neighborhood, select Properties).  Remove all
Communications
entries from Add/Remove Programs, Windows Setup tab.
Restart and
reinstall.

This occurs even when I try to connect to sites that I
have been on
earlier in the evening. In fact I can't suddenly during
the session go
anywhere, not even into my ISP's home page or if
any-one has sent a link
in an e-mail it won't even let me 'click' on it.

I never have the problem when I first connect.
