I know from training and personal knowledge that there are many surge
suppressors that are really only power strips with capacitors or minimal
shunt devices in them. A high quality surge suppressor must have the
capability to shunt very high current spikes quickly and must have a self
monitoring feature to be sure that the device is still capable of operation.
