What email program are they using?

If it's Outlook, go to Tools>Options and click on the Preferences tab,
then click on the button that says Email Options....you will see the
setting in there that tells it to reply or forward as attachments
instead of within the message

If it's something other than Outlook, someone else will have to help you
cuz this is different in all email programs.
