You can't fix what the person receives only what a person sends.  If it is
the same person sending attachments then contact the sender and express your
desire to NOT get attachments. I know I don't accept them.

You could set up a message rule in Outlook Express to handle messages with
attachments and automatically delete them or do something with them. For
example, to delete them:
Highlight the message, then click Message -- Create Rule from Message
Box 1 (Conditions), scroll down and select "Where the message has an 
attachment"
Box 2 (Actions), scroll down to and select "Delete it"
Box 3 (Rules), just leave "Apply this rule after message arrives"
Box 4 (Name), call the rule something like "EML attachment"
