First, do a FIND for *.cab and see if you have the windows cab files on
your hard drive.  Many of the machines that come with only the restore
CD will have the windows CAB files in a folder under C:\Windows.  It may
be a hidden folder so you will need to turn on the ability to see hidden
files.  If you have the cab files, you can run SFC and restore a new
copy of the MSINFO32. If you run SFC, you may also want to check the
rest of the files to make sure that there is not another file which is
corrupt or missing.

With the HP, check to see if you have a hidden partition on the hard
drive.  I belive that HP is one of those that is now putting the system
file on a hidden partition on the newer machines.
