Michael, you need to go to BOOT.INI  and then select your Windows98 on the
menu
then click the Set as Default button.
Or, you could Select the current Default setting and have it moved down.

Here's one way to get to your BOOT.INI
Start/Help & Support/Use Tools to view. . ../System Config Utility

I have loaded Window XP along with my Window 98.
When the computer start the system gives me the startup menu with XP as
