Ted:
There is a program called Alchemy (Image Alchemy)
(circa 1991) that will save an image as an .exe file. However
the executed image is not scrollable.
It was available from:

I received a demo on a magazine disc a few years ago.
A search for that title might turn up a demo that you can
download.
