Yes...it's safe to delete anything in the temp folder

Hi Everyone,
   I am sending this question again as I did not have all the
information.
   I am running win-xp and have a question about it.
     In the "C" drive the program creates a folder "Documents and 
Settings". Inside this folder are other subfolders, all users, default 
user, owner, and a folder with my name Mark on it. My question is there
is 
a temp directory under the "Mark" directory, can all the files within
this 
temp directory be safely deleted. There is about 35mb here.  Any info
would 
be appreciated. Thanking you in advance.
