Your syntax is wrong, basically, you are omitting the = sign
Here's how it should be:
mailto:[EMAIL PROTECTED]?cc=cc:[EMAIL PROTECTED];&bcc=:anotherperson@yah
oo.


Another alternative is to just make an OE message template with the fields
prefilled.
You can save it on your desktop and just double click it whenever you need
to send it.
