A reading at this site shows a utility called SiS5571 for windows 98 
(http://www.sis.com/support/driver/utility.htm) which is referred to on the 
FAQ page (http://www.sis.com/support/faq/mbfaq.htm) under the heading "8. 
How to install Microsoft Windows98 System on your 5571 based mainboard?"

Maybe this is the problem?
