Yahoo mail can be accessed from any Internet connected computer anywhere. 
All your brother has to do is configure his e-mail client program to access 
Yahoo mail instead of his new providers e-mail service or access it 
directly from the web site (http://mail.yahoo.com/). The Yahoo address book 
is online so there is nothing to move.

Have your brother read http://help.yahoo.com/help/us/mail/ext/
