Gary, I had a similar problem with my new Epox 8K5A motherboard. The BIOS was set to "shutdown on CPU fan failure" which shouldn't have any affect on startup, as the CPU and Case fans were all working, but it refused to start until 3-4 restarts were done. Then it would work perfectly after the MB was warm. I disabled the "Fan Failure in the BIOS" and things now run smoothly.
With your solution of applying the hair dryer and warming up the MB, sounds as if either the setting or else the MB sensor is bad.
