I am just going to kill your LONG signature line.  Please refer to:
http://pcworkers.com/rules.htm, which states nothing more than 4 lines,
including blank lines, for signature.

In regards to the HTML, it is a filter, not a template, that generates the
HTML.  If there are problems with the filter, check the Microsoft site for
an update, as this may have been a bug that was identified in the filter
after release, and has been subsequently fixed, or replaced.

Is it the same as Normal.dot?
When I save something as HTML, there are extra tags created from somewhere

think that is the problem.
