The main problem with web based EMail providers is that they are blocked
from a lot of sites as spam. I use Crosswinds.net and I have found that
99.9% of my correspondence gets through. I have been with them for about
4 years and they have been "down" only a handful of times in that 4
years.

I use the 14.99 per year which is just fine with me. I know that that is
14.99 per year more than yahoo, but looked at another way, it is a total
of 3 Quarter-Pounder with Cheese Value Meals per year. That ain't much.

What I like best, is that I do not have to suffer through "web-based"
(read S-L-O-W to access) email. I am given a choice between POP3/STMP or
Web based.

Take a look.
