It could be two things but I'm not familiar with WinXP home.  If you right
click on the floppy drive in Explorer do you have a sharing and security
option?  If you do select it and make sure the floppy drive is not read
only.

It could also be part of a local security policy.  Again I'm not sure about
the home edition   Go to help and type local security policy in and see what
the settings are if any.
