Have you looked at Slipstick systems?  They have more info on Outlook than
any other place I know.  Here's a page titled "Sharing Outlook Calendar and
Contacts" http://www.slipstick.com/outlook/share.htm

Basic answer is that you need exchange but they do offer some alternatives.
