I'm wondering if this is the same problem I had when I tried to install a dvd/vcd program. There were four files that had been upgraded and in windows 98, this can cause an incompatibility for some programs. Here is a site with a brief explaination and the download of mcrepair.exe. Won't hurt to try and for me, it fixed my problem and cleared up a couple of other minor irritations.
