These are the temporary internet files and are safe to delete.

In IE, select Tools/Internet Options then look at the Temporary Internet files section. Click the Delete files... button. Then click OK. This will delete MOST of the files in these folders.

Another way to delete them is via the System Tools menu. Start/Program/Accessories/System Tools/Disk CleanUp. This program will clean up a lot of temporary junk for you, including expired cookies. Run it often.

As you use IE, these temporary files will build up again. To prevent too many files from building up, select Tools/Internet Options then look at the Temporary Internet files section. This time Click the Settings... button. Look at the number beside the slider bar. If it is more than about 50(MB), then pull the slider to the left and enter a number around 25 or 50 (Megabytes). This will set the limit of the amount of space that IE will use to store these files. If you set it too low, it will make reviewing web pages too slow. Too large, it will slow your system down.
