ORIGINAL PROBLEM
Shortcut keys in Start menu stopped working each time I rebooted the
computer (even though they were still listed in the shortcuts' property
windows. I would have to remove the key designation and type it in again

SOLUTION
The solution was very simple (and I came upon by accident) ...
installing the "IE 6 Service Pack" ... for some reason, it cured the
problem. And strangely enough, it also fixed the Exploring window where
the plus marks in the left pane were not expanding. Here's an example
where one move cured all my pains. Everything is perfect now; that is
until... (well, we'll worry about that another time).
