The "&" can be used, but just not for the subject portion.  To include
another address for the CC or BCC line, or text in the body area, you would
use the following: 
<a
href="mailto:[EMAIL PROTECTED]&[EMAIL PROTECTED]&BCC=bi
[EMAIL PROTECTED]&body=Hello%20There">Email Me</a>

This can also be used for shortcuts on your desktop for emails as well, as
others on this list helped me with this a while back.
