I didn't mention the fast shutdown bug since it was mostly a problem with SE than '98. Did you try the cont-alt-del method yet Rick? That would the first thing you should do (like I previously detailed), to rule out, or point the finger to some software app's doing it.
To save any possible posts; if after doing that you still have the problem, go to the Windows update site and see if you have the update installed for something like "IDE fast shutdown buffer" and they will mention something like data in the cache of the HD still being written, or not being able to be written to the HD. I can't find it in my installation history area since they don't have it labeled as such, they just list "update [whatever #]". Install that patch if you see it listed for any available updates. I'm more inclined to believe though it's a software or driver issue that is running when you try to shutdown. I see someone posted something about not having that area to disable fast shutdown if an update was installed.
