I assume that the system is using WinXP's boot manager and not some other software like boot-it.
Check to see what file system the drives are in. The Win 98 will be FAT32. The WinXP and other drives may be in NTFS. If they are, Win98 cannot read NTFS drives. Right click on a drive and select properties. You will see the files system on the first page. There are utilities that let Win98 read NTFS drives. One is NTFS for Win98 at http://www.sysinternals.com/ntw2k/freeware/ntfswin98.shtml It's free but it will only let you read the drive not write to it.
