If I understand you Don, in the "appearance" tab then under the
"advanced" button is where you modify this and I think there is
also a tab in the area for "desktop" for it.  You select the
desktop background color, and if the icon text background color
is the same, it seems to be transparent.  If you pick a
different color for the text background, then it of course will
show up.

Right click on my computer and choose properties.  Go to the
advanced tab
and click on performance options, then visual effects tab .
Make sure "use
drop shadows for icon labels is checked.
