The missing Norton file is problem. You can't uninstall without it. Symantec has a utility to uninstall the Utilities. Take a look at http://service1.symantec.com/SUPPORT/nsw.nsf/docid/2001101612274407?OpenDocu ment&ExpandSection=3&Src=
Those programs really aren't hurting anything in you registry. As long as they have been uninstalled, it would be ok to delete the entries if you want to.
