If you have the indexing turned on, it could be this rescanning your 
hard drive.  If you have a vigorous AV (Anti vir*s) program, it could be 
rescanning or you could have the defragging running in the back ground.  
You can turn off two of the three from your services menu (Start, Run, 
Services.msc and press enter).  Obviously, there is something running in 
the back ground that is very resource intensive and you need to check to 
see what is running  (Ctl - Alt - Del) will give you an indication of 
what is running.  Start by clicking on the applications tab (default is 
to come up on processes which can be extensive but rather cryptic)
