Depending on the sites you go to and the requests for logging in, the cookies will ALWAYS reappear unless you turn them off in the browser. When you do this, you may well get error messages or not be able to access the web sites. In general, cookies do little harm, however to get rid of those that my want to "call home" use AdAware or Spybot to get rid of those. To change the setting allowing or disallowing cookies, open IE and go to Tools, Internet options, Privacy tab and adjust the slider until it describes what you want to allow or not in cookies.
