This is pretty much impossible to describe in an email, even in
person.  It just takes time and there is a trick to it.  You
can try to left click and HOLD, or right click and HOLD various
areas of the bar (on its "EDGES" in numerous places, AND NOT on
any edge of it as well) to "drag" it back in place.  When I say
"edge" I don't just mean its extreme OUTER edges, but the edges
of where one area starts and another begins like between Quick
Launch and Address, etc.  You may also have to right click a
bare area and add or remove toolbars under "toolbar".  Sorry
that's the only way I can describe it.
