When I used it I was on DSL and the other person on a typical
dialup, so I don't know what they mean by "public IP".  A
website didn't have to be involved in any way.

    a different IP address every time the PC starts or
connects,
    and the DSL is as well in many cases.  Many DSL connections

    not on a static IP and change every few days or so.
