CompanyName : TOSHIBA Corporation
FileDescription : TouchPad On/Off Utility
InternalName : TouchED
Maybe reinstall your device driver for the touch pad.
You may also run Msconfig find and remove the check by TouchED. If it is not
there go to the registry ( Good idea to back up the registry before doing
this) go to this key  HKLM\Software\Microsoft\Windows\CurrentVersion\Run
look for Touched.exe and delete it.
I think a reinstall of the software for the TouchPad will fix it though.
