Funny, those are the EXACT same things I do with TweakUI on '98 machines!
Except I leave Network Neighborhood if they are on broadband.  I also use it
to turn off all animation since that will speed up a PC.  I agree, whomever
invented it, and TweakXP should get an award.

Ui to tweak other matters ... remove Network Neighborhood from desktop
(contrary to warning, removing that never gave me a problem), removing the
word, "shortcut" from shortcuts I make, removing splash screen, deleting the
logoff line in the Start menu, configuring the right-click New menu, using
add/remove tab, and many other alterations; now I add password tweaking to
the list (whoever developed TweakUi should have his face added to Mt.
Rushmore). There are other tweakers available including Tweak2000 and Xteq
Systems X-Setup (we'll put all their faces on Mt. Tweaker). To everyone,
