I don't see that anyone has replied to your post, but I'll try.  It's best to
keep the box checked in Folder Options "Hide protected OS files
(Recommended)".  That folder, along with "Recycler" and many others are these
protected OS files, and are also hidden (although Recycler can be opened
sometimes).  Keeping them hidden will usually keep you out of "trouble", ;-)
but on occasion I have ALL files shown when doing any kind of backup or deep
scanning so I'll be sure and see everything.  As to why it can't be
opened--other than being a protected OS folder, I can't answer that.  Could
be the only reason is that it's a protected OS file.
