In Outlook Express...go to tools-options-security. Uncheck the box "Don't allow attachments..."

However, with doc and txt files, again I see a small MS icons, but upon opening the email (when I send it to myself for testing), there is no sign of an attachment, except that paper clip to the left of the addressee (which upon clicking, opens to a reply window).
