As far back as 95 I could change the status to RAW output, so it's not
just XP. Or am I missing something?

I know what Print Spooler is.  ;-)  It's only on XP where you can find
it (under "Services") and you can change its status.  On XP it must be
running before you can print (or even install a printer in some cases).
On ME and before, it's not mandatory, it's in a different location and
you can't change its "status".
