John --- I can't tell you what's wrong with your Taskbar Properties > Start menu window, but another way if you have to configure your Start Menu (which you probably know) is to R-click your Start button > Explore, and work from there.
Or you can go directly to C:\Windows\Start Menu, and work from there.
