You can't have an "Ethernet connection" unless you have a broadband modem (cable, DSL), and of course the ISP that is providing it to you, or, if you have two or more PC's networked together via Ethernet.
NIC is an acronym for Network Interface Card. PCI means it fits in a PCI slot on the mobo. You can go to the Device Manager and to see if there's a NIC on the PC. It could be integrated, or PCI. Or of course you can look at the back of the PC and see if there's an RJ45 connector.
