That's what I was taught in typing around '76-78 in high school. Some people use it like this in webpages, some don't. It's just a matter of personal preference. I for one find it much easier to read sentence structure where there is larger gap between sentences instead of having the same gap between words since the end of sentence denotes "temporary finality" for lack of a better term. :-)
It's not just used for a larger space between sentences in HTML code. In fact, most use it for other things like indentations, table cell alignment, image alignment or spacing, etc. If you put the tag in any engine, you'll find more info on it.
