Just because you use a firewall or router, that doesn't mean 
it's masked.  It depends on the firewall.

If your IP is dynamic, you can't change it to static, only your 
ISP can do that (if they offer it) and for a greater charge of 
course.

If you're on a dialup, it's dynamic.  If you're on DSL or
cable, it could be both.  Ask your ISP, or monitor your IP
address for about a week at someplace like www.ipchicken.com .
Make sure your IP isn't being masked by any firewall or proxy
programs before checking.

Hi Cindy.
You don't say whether the IP addresses for your computers
are static or dynamic. In my experience , especially if
you're mixing XP and 98 it's best to give each computer a
static address, (192.168.0.1, 192.168.0.2) with the sub mask
as 255.255.255.0. This should enable you to share properly.

Obviously, as others have pointed out, you must be sharing
the files correctly.
