On Outlook 2003 you just click on customize outlook today down at the bottom
of the Outlook today window.  Don't know about other versions but it should
be in the place where you customize Outlook Today.

It ought to delete the messages in the deleted folder if the box is checked.
As far as I know that's the only place to set it.  Do you have any add-ons
running for Outlook?.  Sometimes that type of program can interfere with
other things.

I have always had this issue/problem with Outlook (various versions):
For the life if me, I cannot find where to make changes in the settings
I desire to change.

 

I want to change the version on this computer to default to "Outlook
Today" (so that I see my reminders) when I start Outlook.

 

I also want the "Deleted Items" folder to empty automatically upon
leaving Outlook.  This, I do have "checked", but it does not seem to
happen!
