It may be hidden on '98, so look for it when ALL files and 
folders are shown, and try and look for it manually as well. 
If you don't have the folder, then I doubt adding that file 
would help.

Maybe installing IE Booster again will fix it.  I seem to 
remember some malware garbage that also might have messed mine 
up once or twice.  See if HijackThis finds anything, and the 
others as well.
