Not sure if this can help here but there's a way to create a shortcut to
Safe Mode; I know it works in Windows 98.:

1. Right click your desktop and choose New>Shortcut
2. In the command line enter: "WIN.COM /D:M" (sans quotes and note the space
between com and the forward slash)
3. Click Next and rename it "Safe Mode"
4. Click Finish.
5. Right click the new shortcut and go to Properties.
6. Click the Program tab, click the Advanced tab.
7. Put a checkmark next to "MS-DOS mode"
8. Remove the checkmark from "Warn before entering MS-DOS mode"
9. Click OK, OK
10. You can put the icon someplace in your Start menu.
11. Renaming it and changing the icon is optional.
