If I understand you, when you attach a drive it shows up in computer
management/Disk Management with a drive letter assigned.  But it still
doesn't show up in explorer.  Have you tried changing the drive letter
assignment in Computer management.  You can right click on the drive and
assign it any letter. See what happens when you assign something like L or M
to the drive. 

Also take a look at Network Places. Use the Network places icon that is in
explorer.  Open your computer in there and see what drive letters are
showing.

It's not that the "Mass Storage Device" isn't found or that any hard
drive 
put into it, isn't found. In both cases the computer finding them is not
a 
problem 'cos like I said, "Computer Management" says they are there and 
shows they are there and even gives the drive a letter. It's simply that

even though a drive letter is allocated, that drive letter does not
appear 
in "Windows Explorer".
Has that shed anymore light on the peculiar problem.
A point in passing......I have tried connecting this device both through
an 
unpowered 4 port hub and also directly into a USB port at the back of
the 
Toshiba with the same end result!!
