Now I've never heard of what you describe, what happened with 
me was when I would arrange the icons in certain orders in 
certain folders, XP would no longer remember it.  That tweak 
fixed it.  I think the default memory is for 200 or 400 total 
folders, and that tweak sets it to 8000.
