        This time, (after stopping the low level format at 34%)
I partitioned using fdisk. The drive reported to fdisk that
there was only 32 Gb available. I created a dos partition
of 2 Gb intending that it would be formatted as FAT 16.
However when I installed Win XP it formatted the
partition as NTFS.  I should have formatted it as
FAT 16 first.  There are programs that need to
run, so I will accept the smaller drive size until
I can update the BIOS.
