Could you provide a link Clint?

I've never come across a flash file I couldn't play locally. You may be seeing remote flash content which is a new(ish) server resource hog.

I changed the extension and that FLV viewer just keep showing the flashing progress indicator and never would load and play the files. Evidently some flash files are "protected" in some way to where there's no way of saving them.

The flash files always load in the cache regardless of the browser used, though Mozilla browsers do rename them while Opera and IE do not.
