adding resize flag to garray_read
I used fgetc() and counted newline characters to get file size. I based
this on how Pd writes arrays to disk, so I am assuming that the input would be
formatted in this way. I also used rewind(), otherwise calling -resize twice
would give an error. Not sure about any of this, but it seems to work over here.

touch up msw 64 bit build script and delete "wxp 64" script - windows
XP doesn't seem to run 64 bit apps. (Perhaps XP "professional" does but
no way to test that). The next version along is Vista which reportedly
supports IPV6 and therefore can run the new "msw-64" compile target.

replace out1~ with subpatches
- out1~ has been removed, but it was only removed from the peak-meter
example. It was still used in the help file of slop~ (for the compander-limiter
example) as well as the help file of vu.
This change just includes a subpatch so people can listen to the examples
and fixes the "can't load out1~" error.

re-edit out1~ abs and use it in the help of [vu]
This makes the alasysis to the vu inside out1~ the same as the one I made
to the help file of slop~ and also the help file of vu, making it consistent. I
also changed the level facvtor as discussed in 3d52501#commitcomment-39311591
this fully closes #1023

improve peak meter example in slop~-help.pd
partially fixes #1023
This has a better example on how to use the [vu] object, and is the same
example as I implemented for the help file of [vu].
I've made other changes to the help file of slop~, but they are all
aesthetical, like realigning the [pd parameters] subpatch in the [pd
compander-limiter] section, so it's more readable

update iemguis
This is a major overhaul in the documentation of iemguis. The main
motivation was to add the new undocumented way to set colors with hex notation,
so this PR closes #1019 - there are still examples that show how to set the old
way of setting colors.
I got carried away and just added detailed information on all parameters
and added new examples. More notably, I added an example on how to use [vu]
with env~ and slop~ (which closes #977 )
In this process I also encountered other documentation issues and fixed
them all. Hence this PR also

- closes #1000
I also simplified the x_all_guis.pd file and removed the need for it to be
called with arguments that were loaded inside it. It wasn't very clear what it
was trying to illustrate with it, but now all the possible information is
clearly described in the documentation anyway.

script changes for windows compilation to allow IPV6 handling. There's
a new windows release terget for 64-bit XP (with no IPV6). The regular
version is now 64-bit and requires at least Windows Vista for the IPV6
support.
