without checking, i think the order is:
- canvas-local paths
 - [declare -path]
 - [declare -stdpath]
- abstraction path
- system paths
 - "-path"
 - standard search-paths (~/pd-externals/ ... /usr/local/lib/pd/extra/)

the order is as follows:
1. "external" loader
2..(n-1). user-defined loaders  (in the order of registration==loading)
n. abstraction loader
