CFLAGS works fine via make CFLAGS="-O0 -g" as CFLAGS propagate into CXXFLAGS, 
as I would expect.

I think it was a PEBKAC issue where I was probably misspelling CFLAGS as 
CLFAGS, was rushed, and didn't notice.
